RED BLUFF, Tehama County — November 6, 2026. Red Bluff voters had a four-candidate election for three seats on the City Council on November 3. The qualified field consists of Cassandre “Cassie” Pope, Marcella White, Kris Deiters and William Ahmad Ellis. Local newspaper coverage on November 4 reported Pope, White and Deiters in the leading three positions, but official certified totals were not yet available. California58 is not publishing precise new candidate vote numbers without independently verifiable current source data.
How the three-seat race is decided
Three council positions are available, so the third-versus-fourth ranking matters for the final seat. The candidates do not compete for a separately elected mayoral office; official candidate and city council records compiled here explain that the Red Bluff council chooses a mayor and mayor pro tem from among its members. A preliminary top-three list is not the legal certification of those seats.
Who ran?
The county candidate list described Deiters as a sitting councilmember, Pope as an appointed incumbent, White as an elementary school teacher and Ellis without a specified ballot designation. These are candidate identifiers, not editorial judgments. Residents may evaluate campaign positions, previous council votes and public meeting records separately from the preliminary election count.
Measure D and municipal administration
Red Bluff also considered Measure D, which would change the city clerk and city treasurer from elected to appointed positions. The posted returns show 1,276 No votes against 922 Yes, an uncertified No lead. Our separate Measure D article explains what those offices do and how the legal selection method would change if approved.
What residents should monitor
Red Bluff council decisions cover municipal services, budgets, public safety, zoning and infrastructure. The county registrar has the statutory authority to count and certify valid ballots. Check the Tehama County Elections Office for the actual next ballot batch and final result, rather than inferring the number of uncounted council ballots from a countywide estimate.
